Hace casi tres décadas, el destacado historiador Alberto Flores Galindo publicó el ensayo “república sin ciudadanos” en el que analizó los orígenes y evolución del discurso racista en la sociedad peruana. En sus páginas, el desaparecido y entrañable hombre de letras sostuvo que el racismo peruano es heredero del orden colonial que dividió la población en españoles e indios. Señaló además que la independencia consolidó a las élites blancas en el poder por lo que la naciente república optó por mantener a la mayoría indígena al margen de la participación política. De todo ello se desprende el título de su análisis pues la república que fundamos en 1821 inició su recorrido sin su protagonista principal: el ciudadano.
