Centro de esparcimiento cultural. Reutilización de un edificio industrial pesquero

Abstract

El tema de esta investigación es la reutilización y ampliación de un edificio industrial pesquero (astillero) en desuso para desarrollar un Centro de Esparcimiento Cultural en la zona de Chucuito en la Provincia Constitucional del Callao. El Callao es reconocido desde su fundación como “cuidad puerto”, denominado “Callao de la Mar” o “Villa del Callao”, el cual siempre ha estado ligado a temas marítimos, pues es el principal motor de su crecimiento. Es por ello, que existía una relación directa de los pobladores con el borde costero y el desarrollo de la pesca artesanal e industrial. Hoy en día, esta relación se ha visto afectada por la presencia de barreras en el borde costero; tales como, edificios de industria, muros ciegos, desmonte y lotes en desuso generando vacíos urbanos y zonas inseguras. Por consiguiente, intervenimos un edificio industrial en abandono (Construcciones A. Maggiolo S.A, astilleros-varaderos, fundado en 1942), el cual aportó gran valor en la memoria de los chalacos. El proyecto aplicará ciertas teorías; como, “el edificio anfitrión” de Lilian Wong y “desarrollo urbano” de Jane Jacobs para darle valor al inmueble reutilizado, vinculando el exterior con el interior en el cual propondremos infraestructura cultural pública, entre otros usos. La cultura ayudará en la formación de identidad, promoverá la participación de los ciudadanos y creará un sentimiento de comunidad; además, generará grandes beneficios sociales, económicos y en la calidad de vida de los chalacos. Se plantea el placemaking, que es un proceso de fortalecimiento social que aporta al desarrollo urbano con la creación de espacios creativos, lo que origina el rejuvenecimiento de las estructuras y paisajes urbanos, mejora la seguridad de la comunidad y ayuda a la activación de los negocios locales. El proyecto funcionará como espacio filtro entre el mar y la ciudad; a través de la sectorización de las plazas que atraviesan el proyecto finalizando en un borde blando, recuperando la conexión con el mar y la armonía en el paisaje portuario. Asimismo, el proyecto plantea mimetizarse con su entorno; es por ello, que contemplamos un edificio nuevo de estructura metálica, asimilándose a las grúas pórtico del terminal pesquero, el cual estará conectado mediante un puente metálico que permitirá el recorrido horizontal hacia el edificio reutilizado, en el que se planteó como elemento unificador de la preexistencia y elementos nuevos una cobertura metálica que envuelve el edificio.

The subject of this research is the reuse and expansion of a disused industrial fishing building (shipyard) to develop a Cultural Recreation Center in the area of Chucuito in the Constitutional Province of Callao. The project will apply certain theories, such as "the host building" by Lilian Wong and "urban development" by Jane Jacobs to give value to the reused building, linking the exterior with the interior in which we will propose public cultural infrastructure, among other uses. Culture will help in identity formation, promote citizen participation and create a sense of community; in addition, it will generate great social and economic benefits as well as improve the quality of life of the Chalacos. Placemaking is proposed, which is a process of social strengthening that contributes to urban development with the creation of creative spaces, which causes the rejuvenation of urban structures and landscapes, improves community safety and helps activate businesses. local. Likewise, the project aims to blend in with its surroundings; That is why we contemplate a new building with a metal structure, assimilating to the gantry cranes of the fishing terminal, which will be connected by a metal bridge that will allow the horizontal route to the reused building, in which it was proposed as a unifying element of the preexistence and new elements a metal covering that surrounds the building.
