Muros, paisaje, ciudad y horizonte infraestructura de arte y ocio frente al mar de San Miguel

Abstract

Este trabajo de suficiencia profesional aborda la desconexión funcional, estructural y simbólica entre la ciudad de Lima y su litoral, tomando como caso de estudio el tramo correspondiente al distrito de San Miguel. En respuesta a esta problemática, se propone el diseño arquitectónico de una infraestructura orientada al arte y al ocio, compuesta por dos edificios complementarios: uno cultural, ubicado en el malecón Bertolotto, y otro recreativo, situado en el Circuito de Playas. La intervención busca articular la parte alta y baja del acantilado, restableciendo el vínculo entre el tejido urbano y la Costa Verde mediante la mejora de accesos peatonales y la activación del espacio público costero. La propuesta reinterpreta el concepto de infraestructura como una plataforma flexible, capaz de albergar programas diversos sin estar restringida a funciones predefinidas. En este sentido, se apuesta por un enfoque proyectual abierto, donde la forma no condiciona el uso y los espacios pueden adaptarse a lo largo del tiempo. Esta visión contemporánea de la arquitectura permite promover una apropiación colectiva del litoral, impulsando actividades culturales, sociales y recreativas sostenidas por una infraestructura activa y resiliente. El proyecto se sitúa en un entorno de alta complejidad geográfica y administrativa, caracterizado por acantilados pronunciados, accesos fragmentarios y una gestión urbana dividida entre múltiples distritos. Estas condiciones han dificultado históricamente la integración de la Costa Verde como espacio público metropolitano. La intervención propuesta reconoce estas limitaciones, enfocándose en una solución puntual y replicable, orientada a mejorar la accesibilidad, descentralizar el uso recreativo del litoral y reforzar la dimensión simbólica del mar en el imaginario urbano limeño. A través del diseño de espacios arquitectónicos estratégicos, el trabajo plantea una infraestructura que no solo conecta ciudad y mar, sino que resignifica el borde costero como lugar de encuentro, integración y sostenibilidad urbana.

This professional qualification project addresses the functional, structural, and symbolic disconnection between the city of Lima and its coastline, taking the section corresponding to the district of San Miguel as a case study. In response to this issue, the architectural proposal envisions an infrastructure centered on art and leisure, composed of two complementary buildings: a cultural facility located along the Bertolotto promenade, and a recreational facility situated on the Circuito de Playas. The intervention seeks to articulate the upper and lower levels of the cliff, reestablishing the relationship between the urban fabric and the Costa Verde through improved pedestrian access and the activation of the coastal public space. The project reinterprets the concept of infrastructure as a flexible platform, capable of accommodating diverse programs without being constrained by predetermined functions. In this regard, it embraces an open-ended design approach, where form does not dictate use and spaces can adapt over time. This contemporary architectural perspective fosters collective appropriation of the coastline, encouraging cultural, social, and recreational activities supported by an active and resilient infrastructure. The site is characterized by significant geographical and administrative complexity, including steep cliffs, fragmented access points, and urban governance shared by multiple districts. These conditions have historically hindered the integration of the Costa Verde as a metropolitan public space. The proposed intervention acknowledges these limitations and focuses on a specific yet replicable solution aimed at improving accessibility, decentralizing recreational use of the coastline, and strengthening the symbolic role of the sea within Lima’s urban imagination. Through the design of strategic architectural spaces, the project proposes an infrastructure that not only reconnects the city and the sea but also redefines the coastal edge as a place for encounter, integration, and urban sustainability.
